Randall O’Dell, P.E.


Mr. O’Dell has over thirty years of professional engineering experience in the design, review, and processing of infrastructure design. His primary responsibilities have included infrastructure master planning, community and infrastructure design, and negotiations involving agency requirements. Mr. O’Dell is a Registered Civil Engineer and a QSD/QSP in the state of California. He is a member of many professional associations including the American Society of Civil Engineers, the Building Industry Association of Central California, and the American Council of Engineering Companies.

Dylan Crawford, P.L.S.

Executive Vice President

Mr. Crawford has over twenty years of professional surveying experience including large scale public infrastructure projects, right-of-way engineering, land development, and public agency consulting. He stays current with advances in survey technology, legislation affecting land development, the subdivision map act, and land title issues. Mr. Crawford is Registered Land Surveyor in the state of California and a member of the California Land Surveyors Association and the American Council of Engineering Companies.

Chad Kennedy, P.L.A.

Director of Landscape Architecture

Mr. Kennedy has over fifteen years of experience in the landscape architecture industry. He is a licensed landscape architect, ISA certified arborist, NRPA Certified Playground Safety Inspector, and a LEED® Accredited Professional. He is an active member of the American Society of Landscape Architects Executive Committee serving as the San Joaquin Area Representative. Mr. Kennedy has designed and overseen countless community improvement and planning projects in Northern California including parks, playgrounds, trails, recreation facilities, residential developments, transportation systems, and commercial landscapes. Every project he completes is focused on positively impacting the community through innovative, sustainable, and inclusive design principles.

John Zhang, P.E.

Pleasanton Division Manager

Mr. Zhang has over nineteen years of experience in the design and preparation of construction documents for major civil engineering infrastructures throughout the Central Valley. He has technical expertise in the design of roadway widening and rehabilitation projects, bicycle and pedestrian improvements, levee construction, and utility systems. Mr. Zhang has prepared detailed construction documents for numerous complex grading and improvement projects. In addition, he has been successful in obtaining approvals and permits from various state and local government agencies including Caltrans, Department of Water Resources, FEMA, California Public Utilities Commission, Union Pacific Railroad, Central Valley Flood Protection Board, and U.S. Army Corps of Engineers.
